I'm a staff reporter for The Chronicle of Higher Education in Washington, DC. I'm writing to request public records under the North Carolina Public Records Act. I have three separate public records requests, all having to do with the University of North Carolina at Chapel Hill's policies for receiving donations:
1. Does UNC-Chapel Hill maintain a list of people or organizations that are prohibited from donating to the university, similar to the "disqualified" status described in the first paragraph of this article: https://www.newyorker.com/news/news-desk/how-an-elite-university-research-center-concealed-its-relationship-with-jeffrey-epstein ? If yes, I'd like to see the current lists, as well as lists dating back five years.
2. I'd like to see UNC-Chapel Hill's written policy for evaluating whether and how to accept a gift, including the circumstances under which donors are allowed to remain anonymous.
3. I'd like to see UNC-Chapel Hill's written policy around what restrictions or requirements donors may and may not apply to their donations. Requirements might include specifying where the money is allocated, giving a donor a say in hiring, and allowing a donor to review scientific papers before they're published, but they are not limited to these examples.
I would like to receive results from these three requests as they are fulfilled, instead of waiting to get answers to all three at once. If you need me to submit the requests separately, in order to do that, please let me know.
I prefer to receive these documents as digital files. Please let me know if that's not possible.
If there are any fees associated with this request, I'd like to request a waiver, as a member of the news media obtaining information for news-gathering purposes. I'm not seeking this information for commercial purposes.
