Dear Sir or Madam:

Pursuant to the North Carolina Public Records Law, I hereby request to inspect the following records in the possession of UNC-Chapel Hill:

1. All incoming and outgoing Material Transfer Agreements (MTA) for SARS-CoV-2 viruses, including clinical or other samples containing SARS-CoV-2 viruses, in force at any time from 1 November 2020 (edit by requestor - November 1, 2019) to the present, in their entirety.

2. All incoming and outgoing Material Transfer Agreements (MTA) for COVID-19 candidate vaccines, in force at any time from 1 November 2020 (edit by requestor - November 1, 2019) to the present, in their entirety.

3. All incoming and outgoing Material Transfer Agreements (MTA) for COVID-19 candidate monoclonal antibody therapies, in force at any time from 1 November 2020(edit by requestor - November 1, 2019) to the present, in their entirety.

4. To the extent not contained in your reply to items #1, #2, and #3, all incoming and outgoing Material Transfer Agreements (MTA) for RNA, cDNA, or any other biological material containing or capable of expressing SARS-CoV-2 sequences, in force at any time from 1 November 2020 (edit by requestor - November 1, 2019) to the present, in their entirety. 

This request is directed toward viruses and related samples utilized in testing, research and development of diagnostics, therapeutics, and vaccines by UNC and not toward samples utilized in the course of providing healthcare to UNC patients.

Not included in item #1 this request are:

a) agreements applicable to samples collected by UNC from its patients that are/were used solely for the purpose of medical care for its patients.

b) agreements applicable to samples received by UNC from other US medical providers that have solely been used for the purpose of confirming diagnoses.

I request these records in electronic format.
